Summary: The Board, established in 1948, is the umbrella charity supporting those organisations providing welfare to merchant seafarers and fishermen throughout the UK and in Gibraltar. It provides advice, project funding, evaluation studies and grants to its Constituent Charities. It is also a member of the Maritime Charities Funding Group consisting of Nautilus International (on behalf of the ITF Seafarers Trust), The Seafarers' Charity, Seamen's Hospital Society, Trinity House and itself. The Board administers and supports 16 Port Welfare Committees in the United Kingdom and one in Gibraltar.

Whilst the Board does not award direct financial help to individuals, it provides practical help and advice to seafarers, their dependants or widows/widowers seeking assistance. It acts as clearing house by forwarding applications to charities best suited to needs of a client. When necessary it will arrange for a trained caseworker to visit applicants in their own homes.
